We are participants of the TSE and OSE in Japan, SGX in Singapore, HKSE and HKEx in Hong Kong.  Who we are looking for?  We are seeking a highly motivated, energetic Compliance Officer to join the Sydney Office team. The successful candidate would be someone who can interact effectively with all stakeholder providing professional and efficient advice on compliance/regulatory related issues.   AIM OF THE ROLE To support Head of Compliance: 

  • To monitor that the legal entity of Clearing business of ABN AMRO Bank in Australia conducts its business in accordance with the rules of regulators and exchanges as well as internal policies of ABN AMRO Bank;
  • To assess compliance and conduct risks, develop mitigate actions; and
  • To monitor and report on compliance and conduct risks.

  GENERAL RESPONSIBILITIES A. Advisory 

  • Providing the business line with professional and efficient advice on compliance/regulatory related issues, as required by the business line and/or the Head of Compliance or other counterparties within the ABN AMRO Bank relevant to local regulations;
  • Understanding, interpreting and communicating on the regulatory implications of new products, new activities, new rules and new clients;
  • Provide appropriate compliance training including to AML/CTF training and induction for new joiners, and subsequent presentations and material for ongoing compliance awareness;
  • Interaction with key control teams being Risk, GES and Risk;
  • Prepare and update policies and procedures ensuring business compliance with existing and new rules and regulations; and
  • Understanding, interpreting and communicating on the regulatory implications of new products, new activities, new rules and new clients;
  •  Preparing internal and/or external reports; 
  • Assist Head of Compliance in relation to enquiries or investigations from the regulator or exchange;

  B.  Monitoring & Control 

  • Monitor ongoing changes to local regulations and update policies accordingly;
  • Monitoring and using Compliance systems used within the ABN AMRO Group;
  • Periodic review of local policies and processes;
  • Perform periodic tests as 2nd Line of Defence on monitoring of controls conducted by 1st Line of Defence via Bank’s Risk Control Self Assessments, Entity Level Control Assessments and local Compliance Monitoring Plan;
  • Perform periodic monitoring of trading and other business line activities, documenting and analyzing the results, and following up any actual or potential problems or rule breaches identified;
  • Assist the Head of Compliance with duties including:  assessing risk within the business; reviewing new products and services; client on-boarding and review process, implementing new or revised policies and procedures; 
  • Ensure the business complies with the relevant regulatory reporting and lodgments with the regulators and exchanges;
  • Maintain Compliance registers;
  • Monitor training registers for designated positions within the business ie. Designated Trading Representatives, Responsible Executives and Responsible Managers;
  • Responsible for the day-to-day running of various processes within the compliance department;
  • Participates in professional dialogues with internal clients, regulators and other external parties;
  • Increases compliance visibility within the business;
  • Interaction with key control teams being Risk, Audit and Legal;
  • Ensure the business complies with the relevant regulatory reporting and lodgments with the regulators and exchanges;
  • Work in compliance projects both local and in global compliance and conduct; and
  • Monitor Compliance policies and process database and calendars including continue review and update of those policies and processes.

  C.  External Relationships 

  • Interaction and communication with the regulators and exchanges in the absence of Head of Compliance;
  • Close working relationship and interaction with regional Compliance Officers and clearing businesses; 
  • Notifications, Reporting and lodgment of other regulatory documents and applications with the regulators and exchanges; and
  • Ensure maintaining good working relationship with the regulators and exchanges.

  D. Support and liaison roles 

  • Supporting and liaising with Legal, GES and Risk functions
  • Supporting and liaising with ABN AMRO Group compliance and conduct functions

       PERSONAL SKILLS 

  • Diplomacy and tact in performing the Compliance Officer’s role;
  • Risk awareness and ability to apply mitigation actions and cost effective measures;
  • Display initiatives in identifying and presenting solutions to the business line in order to support their activities and plans;
  • Ability to interact comfortably with all levels of management, staff and clients;
  • Effective presentation skills and ability to communicate complex ideas in simple terms;
  • Good drafting, analytical and negotiation skills; and
  • Work effectively with attention to accuracy, practicality and deadlines.

  To be successful in this role, you must have:  

  • Knowledge of Clearing, Execution and Custody activities;
  • Excellent command of the English language;
  • Sound knowledge of local regulations including financial market operating rules particularly applicable to clearing, execution and custody services;
  • IT literacy;
  • A degree in the relevant discipline;
  • 3-5+ years’ relevant experience
