We are a global clearing firm that provides an integrated suite of financial services to professional trading participants in the global financial market. Our core service offering consists of execution, clearing, financing, stock borrowing and lending, settlement and custody.  

 

ABN AMRO Clearing operational risk control has a global focus, however it is managed predominantly via three regional organisations: Europe, USA and Asia-Pacific.  ABN AMRO Clearing is a highly IT driven organisation, as such there is a strong focus from the Operational Risk Control team towards information security, cyber risk and business continuity with the operational risk domain.

 

The ABN AMRO Clearing Operational Risk Management & Control (ORMC) department ensures that ABN AMRO Clearing can continuously meet its regulatory and client service commitments.  ORMC provides independent risk assurance, information security management, business continuity management and a sound control framework.  The ORMC function reports into the Chief Risk Officer of ABN AMRO Clearig and is responsible for managing the operation risk framework.

 

The regional head ORMC is responsible for the management and optimisation of the control framework throughout for the APAC locations (Singapore; Hong Kong; Sydney and Japan).

 

 

Role Purpose

 

Ensure the ORM framework (ORM policies, standards, methodology and tools) is implemented according to policy and add value to the business via managing and developing regional objectives and strategy for Operational Risk Management Control in order to continuously strengthen ABN AMRO Clearing. Ensure ongoing risk identification and mitigation within the domains Operational Risk, Information Security and Business Continuity Management. Maintain  the ability for AAC to continuously meet its regulatory requirements. Regularly report on the status of the Operational Risk environment to local and regional Management Teams of APAC. Escalate risks to management if required.

 

RESULTS & CORE ACTIVITIES

 

Staff management

Coaches and develops the operational risk team, located in the APAC region to ensure that  full potential is realised. Manages the performance management and development cycle with employees and provides them with feedback on individual performance during appraisals and on an ongoing basis.

 

 

ORMC policy proposals

Is the liaison to implement, improve and monitor the control framework. Pro-actively facilitates the use of the Operational Risk Management instruments. Designs and manages the regional ORMC policy in line with the global ORMC policy. Proposes and composes objectives and guidelines for independent risk assurance, information security management, business continuity management and a sound control framework; in line with (local) regulation and ABN AMRO policies and standards.

 

 

Annual plan/work organisation

Draws up an annual plan in line with ORMC policy, designed to set a strategic plan for the department  with a focus on realising the objectives of the ORMC department. Prioritises and assigns the tasks of the department and translates them into operational activities in close cooperation with the AAC CRO APAC and the AAC Global head of ORMC. Estimates the needed resources and budget and plans the department activities.

 

 

Regional regulations

Keeps abreast with regional ORMC developments and regulations, and advises about required adjustments within the AAC standards and procedures. Sets the operational ORMC guidelines for the region, in line with the ORMC standards, regulators, auditors, legal and compliance.  Collaborates with regional stakeholders to comply with (new) standards and work processes.

 

 

Regional ORMC performance

Manages AAC APAC operational risks with a sustained effort to continually improve the control framework and environment.

 

Responsible for Regional ORMC Key Risk Indicators (KRIs) and Key Performance Indicators (KPIs) including associated reporting.

 

Manages relevant Operational Risk Processes including Risk Control Self-Assessment (RCSA), Monitoring Control and Testing (MC&T), Change Risk Assessment (CRA), incident response and others.

 

Manages the Local information Security Risk Manager and as such is responsible for key information security processes such as Identity and Access Management (IAM), NIST Framework and others..

 

Manage and facilitate the Business Continuity Management cycle including Business Continuity Plan, Business Impact Analysis  and Training of management/key staff

 

Build a strong relationship with key stakeholders including local/regional Management Team members, Global ORMC organisation, Compliance, Legal and Audit.
 

 

Project results

Initiates, plans and leads projects. Defines time aspects, requirements, risk measures, costs and consequences. Creates the project organisation and sets out an implementation process for achieving the final result. Manages the progress, consults with stakeholders and intervenes if necessary. Reports about progress and results.

 Qualification/Experience 

  • Minimum of Bachelor’s degree in relevant field; Finance, Economics, Law etc
  • Eight to ten years' relevant experience 
  • Knowledge of Operational Risk Control (including Business risk, Information Security and BCM), external regulations and auditing.
  • Knowledge of the regional regulatory framework.
  • Strong leadership skills.
